New law gives cyclists 3-foot buffer from drivers

Under a new law signed by Gov. Jerry Brown, California drivers must stay at least 3 feet away from cyclists when passing.

The proposal, bill AB1371, came from Assemblyman Steven Bradford, D-Gardena. Los Angeles Mayor Antonio Villaraigosa, who was injured in a bicycle accident in 2010, sponsored the bill. The law protects cyclists from aggressive drivers and protects cyclist safety.

Currently, the law states that drivers must keep a safe distance when passing cyclists, but does not specify how far a “safe distance” is.

The new law goes into effect Sept. 16, 2014.

Brown vetoed two previous bills in 2011 and 2012, which would have allowed drivers to cross the yellow line or require them to slow to 15 mph when passing. The Governor raised concerns that those bills could hold the state liable if there was an accident resulting in the adherence to the requirements of the two previous bills.

Senate Minority Leader Bob Huff, R-Diamond Bar, along with other lawmakers opposed the bill, saying that it would be too difficult for drivers to accurately judge a 3-foot distance while driving.

Bradford’s spokesman, Matt Stauffer, said in an interview with the local NBC affiliate that the overall aim is to remind drivers and cyclists that they have a responsibility to behave safely on the road and that case-by-case enforcement will be up to the local police.

Violating new 3-foot requirement would be punishable by fines starting at $35. If passing results in a crash that injures the cyclist, the driver could face a $220 fine.

Bicyclist Pleads Guilty to Assault with Deadly Weapon

On June 24, 2012, Rocky Martin was riding his bike and hit a pedestrian. The victim was injured in the accident and now Martin has pleaded guilty to assault.

Martin was riding east on Santa Monica Boulevard at the Third Street Promenade in Santa Monica, California prior to the accident. He then ran a red light on his bicycle and struck a person crossing the street.

The victim who was not identified suffered serious injuries.

Now, almost a year later, Martin has received his sentencing. He will serve three years on felony probation and 30 days of community services for his actions.

Though Los Angeles is heavily reliant on vehicles for transportation, bicycling is becoming much more prominent, especially in areas like Santa Monica. The police claim that they are cracking down on bicycle infractions to ensure safety of the others around riders.

Santa Monica Police Sergeant Richard Lewis states that the department plans to “focus on bicycle violations” from July through September to decrease these types of incidents.

More Gun Fire in Santa Monica

Los Angeles grieves for those affected by the Friday shooting at Santa Monica College. And its grief must now be extended as more victims have been added to the list of the city’s shootings.

Early Tuesday morning, just blocks away from the anguished college, police responded to a report of shots fired. Two men were taken to the hospital.

The shooting occurred on the 1500 block of Michigan Avenue and police arrived around 8:20 a.m.

Each victim was in serious condition and were both taken for medical operations. However, one man has died due to his injuries. The other victim’s current condition is unknown.

According to the police, the suspect was possibly driving a blue Infiniti. The shooter approached the two men in an alley and began firing shots at them and then left.

Police are still investigating the attack and searching for the suspect and the vehicle.

Friday’s shooting in Santa Monica was conducted by John Zawahri, a 23-year-old former student of the college. He first went to his childhood home and killed his father and brother. He then traveled to the campus where he killed three more victims and injured others until police came bearing arms. Zawahri was shot and died later from the injuries.

Los Angeles can only hope that the police apprehend this new shooter and the two men and their families receive justice.

Stranger Saves Two Children’s Lives

Over the weekend, a woman was vital in the rescue of two children at Collins Lake, California. More interesting is that she had no affiliation with them prior to the incidences.

Lori Carpenter is from Yuba City, California. She and her husband were at the lake this weekend, enjoying the break. He was in the water and rushed to his wife after he had seen a child in danger.

David Cole remembers the event and recalls how he ran out of the water and yelled, “Lori, Lori, Lori go help that girl!” There was a crowd around a young child who had evidently struggled in the water. Carpenter pushed though and then administered CPR to the three year old girl.

Once she was revived, the family crowded around the toddler and Carpenter edged away from the scene. No one involved had learned her name or had even be able to properly thank her as she escaped so quickly.

As if that was not enough, Carpenter rushed to assist once more with another kid. 45 minutes she saved the three year old, she was attempting to save a thirteen year old girl. According to Carpenter, the teenager was unresponsive for several minutes and had a weak pulse.

She was yelling the girl’s name and splashing water on her face for bit and then she had finally come around. Once again, Carpenter left the scene as the child was embraced by her friends and family.

Carpenter’s identity was revealed by her proud parents. She explains how she is just “a regular person who knew what to do at the right moment.” Indeed she did; she had just completed her CPR class three days before the accidents.

Friends, family, and those who were present for her saving lives all call her a hero and an angel.

Young Boy Killed by Iron Gate

In Citrus Heights, California, a five year old boy was killed after a sliding security gate fell on him.

Jason Kolyadich was pulling on the wrought iron gate to close it after a guest was leaving his house when the tragedy occurred. His uncle heard his screams and immediately ran out to him to see what had happened.

The gate was put up in front of the house five or six years ago and the family has never had an issue with it before. Sergeant David Moranz of the Citrus Heights Police Department explains how in his 22 years as a police officer, this is only the second time that an accident like this has occurred.

The case is still under investigation; however, at this time there do not appear to be any broken pieces connected to the gate. Relatives of the victim believe that a back stopper may have been bent and that permitted the gate to come off of the track.

The gate that fell on the child is estimated to weigh between 250 and 400 pounds; five year old boys like Jason usually weigh about 40 pounds. There was no way that he could have held up that gate by himself once it escaped the track.

Law enforcement officers do not feel that there was any criminal activity involved in the child’s death; however, they are still looking into the reasons why the gate malfunctioned.

Tragic Accidents Plagued the State this Weekend

In Southern California, two accidents occurred over the weekend that caused major distress for police officers and those involved. A Los Angeles crash produced one fatality and a San Diego collision left an injured child abandoned in a wrecked vehicle.

On Saturday afternoon in East Los Angeles, a crash occurred after police were led on a high-speed pursuit. A reckless driver in an SUV that may have been stolen sped away from the police after they attempted to pull him over. The chase lasted five minutes and concluded when the SUV crashed into a truck and another car.

The accident took place in El Sereno around the 5300 block of Poplar Boulevard. Paramedics arrived on the scene and immediately found one dead bystander.

Four others were injured from the accident, three men and one woman. One man was in critical condition, while the other three injured parties were reported to be in fair conditions.

The driver of the SUV tried to escape once more after exiting his wrecked vehicle, but officers caught up to him. He was arrested and suffered injuries from bites of a police dog.

The accident is still under investigation, but the driver will likely face criminal charges for both the status of the SUV and the results of the crash.

On Sunday evening in Old Town, San Diego, a vehicle collision occurred resulting with an injured child and a runaway driver. The accident was reported by witnesses who saw a truck dangling off of the edge of the Interstate 5 Southbound freeway.

California Highway Patrol rushed to the scene where they were told by witnesses that a man ran from the crash, despite there being an injured child in the backseat.

Officers found a two-year-old child strapped into the vehicle’s backseat as it hung off of the highway. The child’s condition is currently unknown; however, it was transported to Rady Children’s Hospital immediately.

The driver of the truck is suspected to be a Hispanic male in his 30s. He was seen wearing a white shirt, black shorts, and sandals. CHP is working hard to find the runaway and is currently investigating the registration information of the vehicle.

Man Nearly Beaten to Death in Huntington Beach

On Friday evening, a fight apparently broke out between two groups of teenagers at Murdy Park in Huntington Beach. A woman and her boyfriend witnessed the fight and attempted to break it up. This then led to four teens ran after the man and beating him nearly to death with their skateboards.

The four teens whose names, ages and genders are currently unavailable were arrested on suspicions of murder following the attack.

The woman passing by attempted to cease the fighting, but was then attacked. Her boyfriend, the 25-year-old victim, then intervened to save her. The kids chased him across the street to a Laundromat and beat him severely. The man was immediately rushed to the UCI Medical Center’s trauma center and underwent emergency surgery.

The teens are currently detained and face attempted murder charges. The complete details of the event are unknown, but the police are investigating the two versions. The woman’s story claims that the two of them endeavored to stop the fight and were consequently attacked; a father of one of the teens claims that the man assaulted his child and the others first, and was then attacked in self-defense.

No matter which version of the story is valid, the fact is that a man was seriously beaten by four teenagers with skateboards. His current situation is unavailable; but hopefully because he was quickly taken to the hospital, he will make a full recovery. The severity of his condition will likely impact the outcome of the teens’ trial, as the charges that they face currently are only attempted murder.

A 63-year-old woman was attacked by at least four tan-colored pit bull terriers Thursday morning. The provocation of the attack is unknown, but a witness driving by spotted the dogs mauling the jogger and attempted to disperse them.

The witness called the police and honked her horn to chase them away. When the police arrived, there was still one dog on the scene. The dog initially ran away, but then came back and attacked the officer as well. He attempted to shoot the dog, but missed and the dog ran off into the desert.

Los Angeles and neighboring cities have been warned to watch out for the dogs. It has been reported that the dogs have attacked people before and have been seen roaming around the city.

The jogger died in the ambulance on the way to the hospital and currently the coroner’s office is looking for cause of death.

It is likely, given the area, that these dogs were dumped by a previous owner. It is unclear currently whether the dogs had collars or identification, but because they look similar it is plausible that they have come from the same place.

Miranda Kerr has to deal with wearing a neck brace for the next few weeks after she was injured in a car accident.

The Australian model was photographed running daily errands in the City of Los Angeles a few days ago with her new accessory. Her publicist finally revealed to the public that she was involved in the accident in California.

Kerr was quickly taken to the hospital after the incident for an MRI scan. She was then forced to wear a brace.  Her spokeswoman, Annie Kelly, told Australia’s 9 News, “She is in a lot of pain but really we are just glad that it was not more serious.”

Specific details on the cause of the accident have not been informed to the public yet.

Russel Brand Sued for More than $145,000

A man is currently looking to sue famous British actor and comedian, Russel Brand. He claims that Brand ran him over in Los Angeles while he was walking. The man seeks to be compensated $185,000 in damages relating to the accident.

The legal documents of the case were claimed by TMZ. Victor Sneed says that Russel was driving “negligently” when the accident happened at the beginning of this year. The documents were filed at the LA County Superior Court. The documents claim that Sneed suffered physical damages to his body, including left arm, left hand, neck and wrist injuries.

Sneed says he has paid more than $45,000 in medical bills and needs a lot more funds for future operations.Brand has not admitted to responsibility of the accident. He denies all allegations. The documents also claimed that “any injury or damage” suffered by Sneed was a “direct, proximate and sole result of plaintiff’s physical bodily condition and constitutional composition.”
